Japan, Edo or Meiji
The blade is a Shinogizukuri with Iorimune, the Hamon suguha with cloud-like dispersed, partly even larger islands similar to Hitatsura. The Tang has two Ana, the faded Yasurime kiri, the end Kirijiri. The somewhat vague signature reads IZUMI ju SAKAI MINAMOTO (no) KUNI-MITSU 泉 住 堺 源 國 光.
The Koshirae is en suite with the dragon motif. The black-lacquer Saya imitates leather, on the different metal parts like Semegane and Kurigata are engravings of clouds. On the Sayajiri, a dragon head coming out of the clouds, likewise on the Fuchi-Kashira. The dragons are all gilded. Also the Menuki are dragons and the round, open-worked tsuba with one Hitsu in the same manner, with a particularly grim dragon. Kozuka missing.
